Continuum of Cultural Competency Description Continuum begins with Cultural

Destructiveness and ends with Cultural Proficiency.

The following are the items on the continuum and the description of each:

  1. Cultural Destructiveness: Force assimilation, subjugation, rights and privileges for dominant groups only.

  2. Cultural Incapacity: Racism, maintain stereotypes, unfair hiring practices.

  3. Cultural Blindness: Differences ignored, “treat everyone the same,” only meet needs of dominant groups.

  4. Cultural Pre-Competence: Explore cultural issues, are committed, assess needs of organization and individuals.

  5. Cultural Competence: Recognize individual and cultural differences, seek advice from diverse groups, hire culturally unbiased staff.

  6. Cultural Proficiency: Implement changes to improve services based upon cultural needs.
